OpenSettingsin the Google app by tapping your account icon on the upper-right-hand corner of the screen.
Doing so will open a menu with a number of options.
Select theSettingsmenu from the list.
After opening theSettingsmenu, tap theGoogle Assistantoption in the list to the left of the screen.
Once in the Google Assistant menu, selectGeneral.
On theGeneralpage, there are a handful of options to choose from.
Selecting this option will permanently shut off the Google Assistant feature across the entire operating system.
