This problem can happen in Windows 10 due to mouse acceleration issues.

InWindows prefs, clickDevices.
In theBluetooth & other deviceswindow, clickMousein the left navigation pane.
In theMousewindow, clickAdditional mouse optionsin the right navigation pane.
In theMouse Propertieswindow, click thePointer Optionstab.
If you’re still experiencing problems with your mouse, it might be that something else is going on.
In Windows 10, the Enhance Pointer Precision feature is set to control mouse acceleration by default.
